Congers Woman Arraigned on Grand Larceny; Accused of stealing from Disabled Man | Print |  E-mail

Rockland County District Attorney Thomas P. Zugibe today announced that Debra Ann Mills (DOB 05/23/56) of 9 Lakeview Court, Congers, New York was arrested and arraigned for stealing thousands of dollars from a disabled man she once cared for.

Mills is charged with:

  • One count of Grand Larceny in the Third Degree, a class “D” Felony.

Over a thirteen month period between October, 2005 and December, 2006, Mills stole more than $30,000 from the Supplemental Needs Trust Fund for the benefit of Theodore Thorne. The defendant cared for the disabled individual and had access to the fund set up for him by his deceased mother. Over the course of several months, the funds were misused to pay for personal expenses of the defendant, including household bills.

The arrest resulted from an extensive investigation by the District Attorney's Office Special Investigations Unit.

Mills was arraigned in the Town of Clarkstown Justice Court by the Honorable Craig E. Johns and released on her own recognizance. She is due to return to court on July 1st.

Executive Assistant District Attorney Gary Lee Heavner will prosecute the case.
