| Home Improvement Contractor Charged With Ripping-Off Local Customers | | Print | |

Frank, a general contractor who conducted his business under the company name of “Ken Frank Woodworks,” is alleged to have stolen $13,000 from a homeowner with whom he had contracted to perform approximately $22,000 worth of renovations. The arrest resulted from an investigation conducted by detectives of the Special Investigations Unit of the Office of the District Attorney and the Rockland County Department of Consumer Affairs. In the indictment filed in the Rockland County Court, Frank is accused of stealing $13,000 from Mr. Anthony Capasso and Ms. Linda Capasso of Congers. In October, 2007, the Capasso’s contracted with the defendant to p No work was ever performed and none of the money was returned to the Capasso’s. The defendant refused all requests by the customers for an accounting of the money laid out for the project and denied the return of the funds that was paid. In one of the two counts filed against him, Frank is accused of Grand Larceny through a violation of the New York State Lien Law. Under the law, if a contractor does not provide such an accounting and does not return the remaining funds, they may be charged with Larceny. Frank is accused of walking away from the job and failing to provide an accounting or return of the victim’s money. If convicted, he faces a possible state prison sentence of up to seven years. Both the District Attorney and the Rockland County Department of Consumer Protection encourage homeowners who believe that they have been similarly victimized by Frank to come forward.
